The vulnerable groups needing priority assistance during a disaster are: mothers with children younger than 15 years old (or persons who are legal custodians of minors under 15), pregnant women, people with health problems, people with special needs and people who need care and help from others, people younger than 16 years old, men older than 65, and women older than 60.
