Vulnerable groups in the context of disaster management refer to people considered to have diminished capacity to anticipate, cope with, resist and recover from the impact of a disaster. Their exposure to risk could result from factors such as belonging to a group, gender, ethnic or other identity, age, among other factors. Poverty and its common consequences such as malnutrition, homelessness, poor housing, and destitution is also a major contributor to vulnerability.
