Communities taking responsibility for their own resilience

Communities can be able to take responsibility for their own resilience (and, more generally, in risk/disaster management), if there is a material basis for this to happen. A prerequisite of the latter is a participatory approach, explicitly mentioned in almost all the identified cases in Europe and elsewhere. In some of these cases, in particular in the ones identified outside Europe, this participatory approach corresponds to a "community based disaster management approach" putting local villages and communities "at the centre" (e.g., the Vietnam or Indian cases analysed).
