The Council of Europe’s Ethical Principles on Disaster Risk Reduction and People’s Resilience emphasise “that the human rights of indigenous communities and local populations require special protection, taking account of their customs, cultures and differentiated relations with the environment, which make them more vulnerable to the risks of disaster".
