It appears that – beyond some specific contributions (such as the one from community psychology, e.g. from Julian Rappaport (1984)) – people start talking more and more on empowerment issues facing the (funding) crisis of public welfare. Since the public sector is not able to ensure all the necessary facilities appropriately, therefore citizens should be empowered so as to exploit their resources and enable them to make their own contribution.
