The role of the welfare crisis in empowerment processes

The lack of public financial resources is a factor partially linked to the crisis of public welfare in that the lack of public finances affects negatively, among others, the public welfare system. And this is one of the main contexts for the expansion of people empowerment programs. The lack of public financial resources as a factor favouring people empowerment is explicitly mentioned in the case of Cumbria/Northern England-UK.
