During the capacity development stage, a CBDM (Community-based disaster management) approach emphasises the importance of building networks and links with local as well as government agencies, to enable rapid decision-making and ensure clarity of roles in advance, for example. This community social capital, in turn, builds trust amongst all stakeholders.
